The Naval Reserve Command's mission is to organize, train, equip and administer Naval Reservists in order to provide the PN the base for expansion in the event of war, invasion, rebellion or disasters, calamities and to assist in socio-economic development of the country.

NAVRESCOM through its four pillars - Reserve Affairs, Administration, Reserve Manpower Development, Reserve Force Development and Reservist and Public Affair ensures prompt reaction in mobilizing naval reservists upon signal from higher Headquarters; Conduct unit and individual training for organic and reservists and pre-reservist training; Develop and evaluate advancement and classification of Naval Reservists. Provide intelligence information in support to Internal Security Operations and Territorial Defense effort of the AFP through involvement of PN reservists in information gathering; and, Enhance and sustain the administration and operational capabilities of the different RRA implementing units.

The Commander's Guidance

The Naval Reserve Command published the Commander’s Guidance of the new Commander, CAPT JESUS C MILLAN PN(GSC) a week after taking hold of the post. In his guidance, the new Commander clearly expressed the direction that he would like to take in pursuing the mission and aspirations for the Naval Reserve Command.

Upon his assumption as the 21st Commander, Naval Reserve Command, CAPT MILLAN has already expressed the direction that he wants to take in pursuing his mission and aspirations as further articulated in the two Command Guidance that he released, the first one after his assumption, and the second, at the beginning of the year 2011.

“Bayanihan”, the guiding force behind 4TH NCB (Reserve)

"Bayanihan", the spirit of Filipino cooperation, voluntarism and utmost dedication to accomplish a common goal aptly encapsulates the spirit of the new Internal Peace and Security Plan (IPSP) of the Armed Forces of the Philippines (AFP). While the fundamental concepts embedded in the new IPSP are not totally new, this new strategic direction of our military efforts recognizes peace and security as a domain that is not purely of the military or of law enforcement agencies. It highlights the role of the military as catalyst for development and broker of lasting and sustainable peace in our country.
